I can relate. I used to live in an environment that was downright hostile to many of the plants I like. Here, ur lot grows rocks well. (No, really: they seem to just keep working their way to the surface! heh)

Drip irrigation and/or mist irrigation (depending on plants, where they are situated, etc.) often solve many of the problems you've noted. but watch that water bill (says my not-so-inner tightwad :-)
